November is National Novel Writing Month, when people from all over the United States (and the rest of the world) take on the challenge of writing a 50,000 word story in 30 days. It is joyous, it is frustrating, it is a way for people to tell their tale.
When
November: it is a month long event where people are encouraged to *eat, sleep, write* (not necessarily in that order)

Where are you most comfortable writing? That is a good place to start.
Who
National Novel Writing Month is an event. It isn't a person, nor an organization asking for money. National Novel Writing Month is you, and every other person writing, or interested in writing, during the event.
How
At 00:00:01 on November 1st, start writing. At 00:00:00 on December 1st. Stop writing, and count how many words you have written. If it is over 50,000, congratulations, you have managed to beat the challenge (it can be tough). Even if you didn't beat the challenge, you probably wrote more words than you would have without the challenge. Feel free to keep on writing. Heck, you can even go back and do some editing if you want.
Contributing
National Novel Writing Month is what people make of it. The best way to contribute, is to inspire others to join the writing challenge.

contact your local library, asking about hosting a weekly writing group
A writing group that includes people you don't know, is a writing group that will have a variety of perspectives, fresh new ideas, and you might even make a friend of two. -
toot your horn
My grandmother always said "toot your horn", and by that she meant 'let people know about your accomplishments'. Did you write while on a train, boat, or airplane? That's awesome, don't be afraid to brag about it. Did you take on the challenge? Did you accompish your goal? Again, brag about it. Toot your horn. ;)
